I just did the velocity macro suggested and it returns true.
Note that I can do as suggested in the tutorial and on demand include the skin extension in a page and that works fine and I see the style changes so it appears the extension is ok just not the ability to have it apply to the whole wiki which is what I need.
Ok so unless someone has another idea it looks a lot like a bug to me.
So I would say the next step is to create a bug issue on http://jira.xwiki.org and put everything you can think of to reproduce exactly your use case including the version of XE you are using.

To have programming right you need to have admin right on main wiki (so you need to use a global user). A simply way to test it is by putting the following code in a page:
{{velocity}} $hasProgramming {{/velocity}}
You should get "true" if you have programming right.
