I had the same behaviour with 4.3rc1.

Perhaps I am missing something in the installation.
I thought it could be related to these articles and I have tried the Admin tools application but still the same. How can I fix this?
You can register manually the XemResource.Translations in the administration as a Document Resource Bundle. Thanks -Vincent
