Yes, I am not on the farm. I'm running xwiki on two different machines and on one machine there are two virtual wikis. And on the second wiki I have exact the same problem.
2. Have you also already tried saving RegisterNewUser with a user with programming rights? (if you're on the farm you'll have to ask an admin to do it for you).
