The only hard part I think is if that user has modified something on a page and then someone else has modified after him/her. Revisions are stored as diffs from the previous versions and thus you cannot simply delete a revision.
Not exactly, we have an API to delete one or a range of revisions. It was introduced a while ago, only in the trunk (1.2).
