We too have this issue on our 8.2.1 system (tomcat war). However, on a 8.2.1 windows Standalone dummy system this issue is not present. The annotation editor does not use the CkEditor even though the user perference is set to use wysiwyg.

Still haven't found a solution, other than setting the user preference to not to use wysiwyg. Thx Mario
