[xwiki-users] Drop Down Menus only work for Admin Users

Hi There, For some reason, the drop down menus at the top of the screen only work for Admin users. I suspect we have changed the access rights somewhere we shouldn't have, but I can't figure out where. Can someone help point me in the right direction? Thanks!
