From personal experience, there can be some longish delays to the first page access after a server restart as macros etc are compiled.
Having said that just trying to download http://www.xwiki.org/xwiki/skins/xwiki10b1/logo.png take a good 1/2 second - perhaps xwiki.org isn't deployed to a hugely powerful server / big a pipe as the other wiki's you've seen. What can explain this?
