Yes. The rationale is the following:
- Actions related to page content are in the lower menu bar (edit, export, print...) - Actions related to the wiki page itself are in the top menu (rename, delete...)
Thanks! That will make it easier to remember. I was confused because I saw a 'delete' option in the lower menu sometimes. But the logical division that you explained makes sense to me.

This is actually a setting on each user's profile page. In the "preferences" section of their profile, they will find a "user type" option. They should switch it to "simple" if they do not wish to have the multiple option menu.
