Maybe the poll application would help: http://code.xwiki.org/xwiki/bin/view/Applications/PollsApplication I don't know if it supports adding new topics on the fly but it wouldn't be hard to improve it to do so I think. Check at the end of that page there's a link to polldaddy too.
