Export in a XAr is not working in xwiki 2.8, because the size of the DB Oracle is already 20 go.
You migh want to try with http://extensions.xwiki.org/xwiki/bin/view/Extension/Large+Wiki+Export (maybe also filtering only XWiki space if you really want only the users).
I've got some problems when i try to copy the db to the new server. The administration pages are not migrating properly from xwiki 2.8 to 5.x.
have to try again a dump with xwiki 5.3 or 5.4.
All spaces are secured so in the best case, I would a synch with LDAP , like this I dont need to wait that a new user connect to xwiki to give rights.

Why don't you simply export your whole wiki in a sql dump or a XAR and import it ?
