[xwiki-users] Unable To Edit Users / Groups

We don't do this very often, so I don't know when it broke, but now when any admin clicks on edit for a User or a Group, we get a blank screen and nothing happens. We've restarted Apache Tomcat (Windows Server 2008 R2 x64), but it still does not work.
