As Thomas mentioned in his previous emails you also need to install the Application Manager plugin. -Vincent

You need to register plugins in xwiki.cfg in "xwiki.plugins" field, for WikiManager it is "com.xpn.xwiki.plugin.wikimanager.WikiManagerPlugin".
