I think you hit http://jira.xwiki.org/browse/XWIKI-9386 . Check who is the last user that edited the search pages (Main.Search, Main.SolrSearch). You can probably fix the problem by saving the search pages with an user that has programming rights. But the question remains: why were they saved by an user that doesn't have PR?
