"Lower the expected quality" is an example of thing none of the core devs want to do for now (but that could change since the expected quality is pretty high right now) but it's still something that would increase the number of contributions (there is existing pull requests that are not applied for this reason and I know that some people are afraid of proposing patches for this reason). Yes that was part of the issue, no core dev on Windows but there is a few contributors on Windows who report issues.

On another side, adding <scm> support to EM and extension importer would be really great. It's sometimes painful to retrieve where are located the sources of a specific module listed in EM.

Yes I agree, that's why I added it in the list. Just need to find some time to spend on it but it's at the top of my related TODO list.
