Git (1.9) itself fixed the issue with cloning a repository when paths too long. See http://dev.xwiki.org/xwiki/bin/view/Community/Building. For any other Window build issue please create jira issues since those are bugs and we are trying to fix them.
But maybe since then it was solved - or there's an easy workaround.

Yes that was part of the issue, no core dev on Windows but there is a few contributors on Windows who report issues.
On another side, adding <scm> support to EM and extension importer would be really great. It's sometimes painful to retrieve where are located the sources of a specific module listed in EM.
Yes I agree, that's why I added it in the list. Just need to find some time to spend on it but it's at the top of my related TODO list.
