Actually that's a -1 for A:
there are already the rights which control access to various actions, so captcha on top of the rights is only useful when XWikiGuest has these rights and you have doubts about your guests.

+1 for B since XE is for enterprise usages and most enterprise usages
happen internally (not meant for public consumption) and thus the main usage will be to have captcha on. Thus better make it the default.
