Yes for this release it will be directly XE but with some template related informations (pages to include in place of copy).

Yes it is mostly a XE task with very few work in XEM.

Sounds good to me. What's important is to get started with XEM release and do them regularly (say every 2 or 3 weeks). It would be nice to use time boxing as much as possible (i.e. try to keep release dates and instead remove content if all the planned work isn't finished). To do this you need a fully working build and only commit things that work and by small packets.
I hope we can find some contributors to XEM soon to help you with all this cool stuff! :)
