Unfortunately no, I think (just guessing) that the main reason is that designing 16x16 icons is very different from designing scalable icons (vector graphics). Small icons are pixel art, I think that's why silk looks better than all the usual vector icons sets scaled to 16x16. My 2cts, JV.
