The H Online [1] is a good tech site, with frequent release announcements, but I think that it's not open to user submissions, since it's an editorial site. We could try to ping them after each major release to post an announcement. I only saw one XWiki post [2], for 3.0. Their release announcements are usually of medium length, so our usual short notes won't be enough, and the full release notes will be too much. LWN [3] is another good release site, although they tend to be oriented towards less "enterprise" products. Again, it's an editorial site, so we can't publish announcements ourselves. I think that we should try to get at least once a year an announcement on these sites, with the summary of the top ten features introduced in a cycle.
