You need to add a parameter in the URL:
force-download=1
I don't know how you built your URL, but if you're using wiki syntax,
this works:

The link I gave you allows you to create a link to an attachment and anyone who clicks on
it will download the attachment.

My problem is probably rare :p I would like to add as attachment .csr file, I mean Java
certificate so... when I click I see many numbers and words. I need window with button
Download.
