No they are not all pointing to non existing pages, those are dynamic
links pointing to rules of the locale/application if there is any. Try
the french or german links for example or the "Translation Rules" link
when you are on the l10n home page.

I guess your are talking about the applicationresources translation
resource. It's actually the opposite, the resource you are searching
for is not a XE resource but a platform resource that should never
have been in XE space.
So the new localization is
http://l10n.xwiki.org/xwiki/bin/view/Platform/XWikiCoreResources.
