I managed to do this with a recent install of version 7.4.2, so I know it is possible.
Here are my notes to self on how to do it:
Use the skins application to edit the default skin as indicated here:
http://extensions.xwiki.org/xwiki/bin/view/Extension/Skin+Application
Administer Wiki>Loook & Feel>Presentation
Select Customize.
Overrided Templates Add 'editactions.vm'.
Navigate to <hostname>/wiki/skins/flamingo/editactions.vm and copy the contents.
update the code as follows:
#if($request.minorEdit)checked="checked"#end TO
checked="checked"
