AFAIK it's working fine if you import from a 1.0 or later version.

As suggested just export and re-import from the Administration
page.
Someone mentioned that the export feature is broken. I haven't
found
so. I think this person meant that it's not working only when
trying
to import an old XWiki 0.9 version in a new 1.1 version.
AFAIK it's not broken in 1.1. I'll double check when I'm at my desk
again (offline now)
I mentioned it :-) and just to make it clear :
- the broken one is the import functionality (IMHO). Just take a
look at
http://jira.xwiki.org/jira/browse/XWIKI-1809 (I think that at least
someone else couldn't make it work). It didn't work for me in
1.1.4918
but it throws a NullPointerException
