The only specificity of the page is that it contains a "big" attachment (around 500 kB). This remind me an Oracle mapping problem we had in older version that should have been fixed If you try to re-import just XemManager.Install, does it fail again ? If so, it would be great that you create an issue on http://jira.xwiki.org/jira/browse/XWIKI about this importing bug on Oracle. Anyway this page is not strongly needed (just contains a script to create a default wiki template based on standard XE xar).
