Nothing is using 8080 explicitly, according to that program; a utility
I use called LinkMan (a bookmark manager) is listening on "http" (no
port number given), but I would be surprised if it's usurping the role
of a web server.
I'm using the most recent version, DL'ed a few days ago. File name is
xwiki-enterprise-installer-windows-3.1.exe .
