I had a similar experience when starting a fresh install from scratch.
In my case it needed some time to set up the "aether"-repository.
This took somwhat a bit more than 10 minutes to settle down.
Afterwards everything was normal.
Can you check if there are any chages/updates in the directory?
${environment.permanentDirectory}/xwiki-temp/aether-repository/
Dy default environment.permanentDirectory has the value work/Catalina/localhost/xwiki
If this is not the problem, maybe get some thread dumps to
see what the jvm is actually doing ...
