Clemens,
I suspect there is something wrong with XWiki interaction with the
server, which still uses Ubuntu 8.04 (not supported any more). I'll
upgrade it to 12.04 and will check it after that again.

I had a similar experience when starting a fresh install from scratch.
In my case it needed some time to set up the "aether"-repository.
This took somwhat a bit more than 10 minutes to settle down.
Afterwards everything was normal.
Can you check if there are any chages/updates in the directory?
${environment.permanentDirectory}/xwiki-temp/aether-repository/
Dy default environment.permanentDirectory has the value work/Catalina/localhost/xwiki
If this is not the problem, maybe get some thread dumps to
see what the jvm is actually doing ...
