Problem solved!
You must follow exactly this steps to authorize your domain
https://developers.google.com/accounts/docs/OAuth
Specifically you have to add and verify the xwiki domain at this link
https://accounts.google.com/ManageDomains - This step will give you secret
and key that you have to put in file
webapps/xwiki/WEB-INF/oauth_consumer.properties
PS: do not use google api console, it is only for oauth2
