I don't understand. The pom.xml file comes with the WAR file I downloaded,
correct?. I made no alterations to anything except the XML files in the
root of WEB-INF and the MySQL driver (JAR) file. If pom.xml not from the
right version, then that means the WAR file has the wrong version. If that
was the case, others would have already noticed that, correct? Am I missing
something?
Anyway, I think this is what you mean:
<parent>
<groupId>org.xwiki.enterprise</groupId>
<artifactId>xwiki-enterprise</artifactId>
<version>8.3</version>
</parent>
That is the correct version.

Since the DW did not launch initially, plus this latest symptom, I guess

If you did not get default UI step then it means you already have the
default UI installed. It's defined in
<xwiki>/META-INF/maven/org.xwiki.enterprise/xwiki-
enterprise-web/pom.xml.
Either someone else already upgraded the UI or you made a mistake when
you upgraded the WAR and it think you still have 8.2.1 WAR.
The Extension update step is displayed when it find invalid extension
in your wiki (and yes it's not very clear since it won't tell you
anything if it cannot find valid upgrade to that invalid extension).
