Hi acaserop, On a first impression, it looks like something went wrong when you imported the ratings application xar. Try to reimport the xar file and make sure that "Import as backup package" is checked in the import UI. Also, double check if you have properly registered the plugin in xwiki.cfg and the translations in the Administration>Localization section.
