Yes, right now the difference with a standalone wiki and a subwiki is
that subwiki users (admin included) don't have programming right which
mean:
* use any other language that velocity
* access some protected APIs (like extension manager API to install en
extension from a repository)

You need programming right to install an extension for now (latter a
more detailed right handling will be implemented for xar extensions)
so no that's not possible. The only thing a wiki admin can do is
import wiki page on his wiki.
