An observation - I don't seem to have a user in my user list called Xwiki.XWikGuest -
can it be that this is a default name that is not created anymore?
Also, in my case I use my own skin and have applied the same permissions to both.

I still get the same problem. If I log out, refresh the page, then I
get the weird looking skinless login page. Am I still doing something
wrong?

have you tried to go directly to your skin page. you should see it without beeing logged
in. your css is attached to or in the skin object?
