It’s really a feature :)
This is a “god" feature where you say that you don’t care about permissions on pages
and you override them by preventing guest user to view any page.
In your case that’s not what you want! You should use permissions instead to achieve your
goal.
Note that the ResetPassword page has a special page level permission to allow guest users
to view it.

But seriously, saying it's a feature would be like saying "you can't get to
the login page because you've blocked unauthenticated users".
Is there a simple way of allowing just this one page (and possibly the forgot username
page) to be viewed by unauthenticated users, without allowing unauthenticated users full
access?
On a related note, if using the "block unauthenticated users" feature is not
recommended, then what is the recommended way of blocking access to documents by
unauthenticated users?

When you prevent access to unathenticated users, you really prevent
almost any access, including the reset password page. That is why it's
really not recommended to tick that box.
