It's not a problem of the encoding, it's a limitation of mysql.

You can either switch to a better database, I recommend postgres if you are not using
sub-wikis (aka wiki farm)
Or you can try using a hack which sometimes helps.
If you tell the database that it's using latin1 then it will be tricked into
accepting
UTF-8, this isn't good though and might cause other problems.
