Cool. Based on the documentation, I replaced #includeForm("XWiki.AdminSheet") with {{include document="XWiki.AdminSheet"/}} and switched to syntax 2.0. The {pre} tags went away, but I still have missing fields in Edit Mode Settings, under Versioning. The dropdown list fields for Editcomment, Editcomment_mandatory, and Minoredit are missing.
