unfortunately I don't think XWiki offers the features you're looking for.
I'm not even sure what you mean by "patron blindness" or "autonomous
agents" in the context of a wiki.
XWiki does support includes though.
What exactly is it you're trying to achieve in your system?

ACLs really should have died out in the 70s.
