ok, so i am running the same installation and by running start_xwiki.bat the
server starts and the wiki loads in the browser. so i suppose there's
something wrong in your setup.
First I would need a screenshot of your Command Prompt window that appears
after running the .bat file and the error that your browser shows when
trying to access the wiki.
There's 2 causes for your problem I could now think of:
- the Windows firewall could be blocking the 8080 port, so try checking if
it has any rules set regarding that
- the XWiki installation is placed somewhere it doesn't have enough rights
to write some files it needs (like "C:\Program Files\..."). In this case you
should either run the .bat file with Administrator rights or move the XWiki
installation somewhere else (like D:\XWiki or something like that)

What version of XWiki Enterprise have you downloaded?

Nothing is using 8080 explicitly, according to that program; a utility
I use called LinkMan (a bookmark manager) is listening on "http" (no
port number given), but I would be surprised if it's usurping the role
of a web server.
I'm using the most recent version, DL'ed a few days ago. File name is
xwiki-enterprise-installer-windows-3.1.exe .
