Yes it is possible to use Brazilian Portuguese translation as a basis for
Portuguese. Indeed, we have an agreement that unifies Portuguese language
across all Portuguese speaking countries. So, we can perfectly understand
each other specially in written communication. Nevertheless, each country
uses different words to represent the same thing. This is true on the XWiki
domain also and user interface items.
So, a Portugal native speaker that is aware of the xwiki and user interface
in general would have to check and change the words we use in Brazil to the
ones they use.

I think there
might be a way to upload a translation file for a specific language
(pt_BR in your case) but I can't find it right now (I have to admit I
haven't used
l10n.xwiki.org very often).
There is indeed a link for this but is available for administrators
only. You can send me in private a zip with the translation files you
modified and I'll commit them and then update
l10n.xwiki.org .
