There are 1520 empty translations (out of 3392) according to
http://l10n.xwiki.org/xwiki/bin/XE/XWikiCoreResources?language=ko but
that doesn't say how well the wiki behaves, since a lot of the
translation keys are not actually used or are rarely seen.
You can contribute missing translations on http://l10n.xwiki.org/
