There is no such link - it is in fact hidden
under the "wiki" menu item.

You're right. The administration link is in the top right corner if you
use the Toucan skin. Since Colibri is now the default skin the
documentation should be updated to reflect that. You can update it
yourself. You just have to register on xwiki.org which is a public wiki.
Keeping the documentation up to date is a community effort.
