While I could not find my answer in the documentation, it might have
simply been due to my perspective of the problem, i.e. looking at this
from a comments management, rather than a rights management,
perspective. Or, maybe I am just an idiot and the answer is out there
and I couldn't figure it out.
Either way as I am probably not the only clueless person, I'd thought
I'd share.

Hello Patrick,
You can disable comments for your page by following these steps:
* Edit the document's access rights (go to your page, scroll over "Edit"
-> click "Access Rights")
* Click on the Users radio button
* Click on the Comment checkbox for Unregistered Users (first row) twice until you see a
red Deny icon
