I've downgraded to 7.0.1 and am still having the same issue. BTW the run env is ubuntu via docker. When I tested it on local env at home using vmware fusion on my mac, I was able to get the xar via the Distribution Wizard step because my home network has no issue connecting it. However, I've tried setting http_proxy as env variable, -Dhttp.proxy~~ in CATALINA_OPTS and XWIKI_OPTS. None of them worked so far behind firewall. To test whether I've set http_proxy, I've successfully curl'ed yahoo.com and google.com after setting http_proxy. So I know that proxy works.
