start_xwiki.sh is available only if you download the Jetty+HSQLDB
package (zip), i.e. the package that has the application server and
the database bundled. If you're trying to setup XWiki on Tomcat with
MySql then you probably downloaded the WAR package. In this case you
need to deploy the WAR and then start the application server (i.e.
Tomcat).
