Hello Richard,
Linking to files on a network drive should be straightforward. Just
select Link->Web Page.. and enter the file path in the "Webpage address"
field. Just mind that the files are of course not under version control
of XWiki.
As for your second question, I think you cannot attach files to a wiki
without attaching them to a defined page. That should pose no problem,
because you can always link to a file attached to any page within your
wiki, even across different spaces. Maybe it's a good idea to create one
page to work as a central repository for files that are shared between
many pages, with no clear master page.
