XWiki doesn't need an internet connection in order to work. Extension
Manager and its Distribution Wizard use the configured extension
repositories, which by default are remote, but you can setup local
repositories too. In any case, this should not prevent XWiki from
working. The easiest solution when you don't have internet access on
the machine where XWiki is installed is to cancel the Distribution
Wizard, download the corresponding version of the XAR (default wiki
pages) by other means, and import it in the wiki from the
administration.
Now, I don't know why the Distribution Wizard buttons don't work in
your case. but if the problem persists after clearing the browser
cache, another option is to simply delete the
xwiki-platform-extension-distribution jar from WEB-INF/lib and restart
the server.

I have just installed a new XWiki site. I did a manual war file
deployment.
When I logon as Admin I am brought to the XWiki Distribution Wizard.
There
are three choices at the bottom of the wizard: CONTINUE, SKIP, and
CANCEL.
Clicking any of the three buttons brings me back to the very same page.
In
other words, I'm stuck on the first page.
Nothing is logged on the server side.
The server is behind a corporate firewall and can only access the
Internet
through a proxy.
Does anyone know what I must do to complete the Distribution Wizard?
