I don't really see what's the reason of this. It worked at first try for me.
Anything in Apache debug's log? You may need to add "LogLevel debug" in
your apache config to enable it.

I am using default tomcat
In server xml I changed:

We have 2 servers . One for apache - proxy and cas service. Second is
running tomcat and xwiki.

Have you set tomcatAuthentication="false" in your server.xml file
(tomcat/conf) ?
Do you have any other intermediate between your Apache and XWiki?
