I just reported it after investigating your issue, thanks for noticing it.
In the mean time, to make the links work you can add manually (hoping that it's
not so much), the escape to the link labels:
[[file:~~/~~/svivm01/sharepoint_layouts$>>file://///svivm01/sharepoint_layouts$]]
btw,
[[file://svivm01/sharepoint_layouts$>>file://///svivm01/sharepoint_layouts$]]
is not really really working, only the browsers recover nicely when finding
anchor in anchor (see the issue related to the 4470).
