You are using URL patch based multiwiki, right ?
If that's the case, the problem is more that the following URL are
wrong. They should use /xwiki/wiki/<wikiname> instead of /xwiki/bin
Could you report it on http://jira.xwiki.org if that's your issue ?

This only occurs when the user account is created/registered in one of the
wiki instances. The user account used to administer the XEM instance is not
forbidden. I assume it has to do with the rights.
