Yes it is possible. I got it working in explorer by adding a link like C:\location. I don't remember the exact syntax but I remember I tried the file protocol (file:/// ) and that I had to escape a number of (back?)slashes. Try and error should get you there... (just look at what the browser is expecting an escape it in the wiki).
