The problem is that fop tries to write its cache files in the wrong
directory. You should extract fop-config.xml from
WEB-INF/xwiki-core-*.jar into WEB-INF/classes/fop-config.xml and the
following:
<cache-file>/some/tmp/path/</cache-file>
inside the <fop> tag (of course, use a real path, like
/tmp/xwiki-fop-cache/)
This should be fixed in a future version of XWiki (see
http://jira.xwiki.org/jira/browse/XWIKI-2585 )
